VNeID Application: Electronic Identification and Authentication

The VNeID application, developed by the National Population Data Center under the Ministry of Public Security of Vietnam, leverages population data to facilitate electronic identification and authentication. It serves individuals residing in or visiting Vietnam.

Purpose and Benefits of VNeID: VNeID is designed to replace traditional documentation, enabling digital identification of citizens. It supports the development of digital citizenship, government, and society. The application streamlines processes such as medical declarations and domestic travel notifications, aiding in the tracking of secondary COVID-19 infections and timely public notifications.

Access Permissions: By using VNeID, users grant the application access to the following functions:

1. Internet Access: Allows the application to connect to the internet from the user's device.
2. Camera Access: Enables the scanning of QR codes on Citizen ID cards, speeding up the entry of basic citizen information and facilitating quick travel and medical declarations.
3. Media and Files Access: Permits the application to store QR code images on the user's device for verification at checkpoints.
4. Notification Services: Allows the application to send alerts to the user's device.

Personal Information Collection: Users provide data for medical and domestic travel declarations, either for themselves or on behalf of others with their consent. The collected personal information includes:

• Full name
• Phone number
• Citizen identification
• Gender
• Year of birth
• Permanent address
• Nationality
• Health status
• Departure and destination details
• Vehicle number plate
• Exposure to individuals with COVID-19

All information is entered voluntarily through forms and submitted to the National Population Data Center.

User Responsibility: Users are solely responsible for their actions and the accuracy of the information they enter into the system.

Privacy and Copyright Protection: The National Population Data Center ensures the storage and security of user data, using it exclusively for COVID-19 prevention and control efforts. The information will not be used for commercial purposes or to infringe upon personal privacy. Data may be shared with health authorities and other relevant entities to enhance disease prevention measures.

The application developers commit to not collecting or using user information for any purposes beyond those stated, nor will they disclose information that could harm users or violate their privacy rights under Vietnamese law or the application's policy.

Additional Information:

• Location Data: VNeID does not collect location data.
• Anonymity: Users engage anonymously within the community. Only authorized bodies can identify those infected or at risk due to close contact with COVID-19 cases for tracing purposes.
