When the stagger meter reaches its threshold, the Abductor will stagger, fall, or react uniquely, providing a window for you to inflict substantial damage before it recovers.
The stagger meter, unlike the health bar, remains invisible, which means the Abductor can stagger unpredictably once the rate is met. This can be a double-edged sword; in offline mode, you can prepare a powerful attack to capitalize on the stagger.
